Berlin hosted an international conference on the prospects for energy cooperation between the EU and Turkmenistan. This, in particular, the project was about southern gas corridor from the Caspian region to Europe.

“Turkmenistan – Europe: prospects for cooperation.” International conference under the title held March 14-15 in Berlin. It was attended by representatives of various companies, agencies and organizations, one way or another connected with the oil and gas industry.

On what business prospects are opening up to foreign investors in the Central Asian republic, indicates, perhaps, a curious detail: one of the sponsors of the conference – the company that operates in Turkmenistan – has given to each participant of the meeting, including journalists, decent leather portfolio, and not a plastic bag with promotional avenues, as it usually happens in such forums.

Where will Turkmen gas?

Turkmenistan, the speakers noted the conference – one of the leading energy powers. It occupies, in particular, the fourth largest proven natural gas reserves. Gas reserves in the newly opened field Galkynysh, according to geologists who make up more than 26 trillion cubic meters. Gas is about twice as much as in the famous Russian Urengoy.

As stated at a conference in Berlin, Minister of Petroleum and Mineral Resources of Turkmenistan Bairamgeldy Nedirov by 2030 is planned to increase the volume of gas production to 230 billion cubic meters per year, of which 180 billion will be exported.

Currently, the main buyers of Turkmen gas – Russia, China and Iran. Finalized by the beginning of construction of another pipeline – through Afghanistan and Pakistan to India. And, moreover, continued to Nedirov, “recently significantly intensified the process of substantive discussion of the pipeline to Europe.”

Southern Gas Corridor

It is this theme dominated the conference, which is no accident took place in the German capital, largely determines the energy policy of the European Union. Head of the Directorate General of Energy Commission , Jean Arnold blame specifically specified that acts on behalf and on behalf of the European Commissioner for Energy Günther Oettinger. Ettinger, in the words of blame, believes that “Turkmenistan can play an important role in the diversification of EU energy supply routes.”

The representative of the European Union spoke in detail about the benefits of the possible involvement of Ashgabat in the construction of the southern gas corridor through Azerbaijan and Turkey to Europe, the huge volumes of natural gas, which the Europeans are willing to buy in Turkmenistan on the steadily higher prices, which is important for potential investors.

Turkmenistan blame advised to hurry up with the decision because, he said, other players in the energy market – Iraq, Russia, and possibly Iran – will not tarry. The more that participate in this project and meets the stated objectives of the Ashgabat – further diversification of export routes for Turkmen gas and reducing dependence on its customers, which still can be counted on the fingers of one hand.

It concerns the laying of the Trans-Caspian gas pipeline between Baku and Turkmenbashi length of 269 kilometers on the seabed and 800 kilometers of pipeline to the east – to the most promising gas fields of Turkmenistan.

European interests

In favor of the Southern Gas Corridor, which would fragment and the pipeline “Nabucco”, performed at the Berlin conference and Wolfgang Peters - Director of Supply, responsible for the German energy concern RWE Caspian, Central Asian and Russian regions. Interest RWE, according to him, as is the desire to diversify gas suppliers, which would increase the reliability of customer service concern.

“Not very well put all your eggs in one basket,” – said Peters, referring to Germany’s dependence on imports of “Gazprom” and recalling the disruption of supplies of Russian gas in February. And besides, gas from the south would allow more efficient use of power nedozagruzhennogo now Czech Transit.

From the point of view Wolfgang Peters, in the course of negotiations between Azerbaijan and Turkmenistan with the assistance of the European Commission should be prepared, and then sign an intergovernmental agreement, which should be fixed quota of Turkmen gas project in the southern corridor. “The advantage of such an agreement would be to that – Peters said in an interview with DW, – that would be created an international legal framework for the construction of the Trans-Caspian gas pipeline, which guarantees freedom of transit of fuel in Europe.” At the same time the EU Commission would assume the patronage function, since the gas in the long run, it will come to the EU.

“It will, on the one hand, the diversification of gas supply, and thereby increase the energy security of Europe, on the other – and will allow Turkmenistan to diversify its export portfolio by entering an extremely attractive and promising European market”, – said Peters.

Such negotiations are already underway, and an agreement in principle between Baku and Ashgabat have been achieved, told the DW source in the government of Turkmenistan. A senior official explained that the problem is still unresolved is the status of the Caspian Sea than for Russia. According to him, the EU Commission should exert pressure on Moscow to ensure that Russia does not oppose the Trans-Caspian gas pipeline.
